Morocco launches central hub for national AI development with JAZARI ROOT Institute

Morocco has taken a significant leap forward in its artificial intelligence (AI) ecosystem with the signing of an agreement to establish the JAZARI ROOT Institute, a public-benefit entity that will serve as the central hub for the national JAZARI Network dedicated to AI innovation and deployment.

The agreement was signed during the “AI Made in Morocco” National Meeting organized by the Ministry of Digital Transition and Administration Reform.

The JAZARI ROOT Institute aims to be the primary reference platform for coordinating Morocco’s AI efforts, bringing together research, technological capabilities, and operational needs of public administration and local authorities. It will act as the backbone of the broader JAZARI Network, which seeks to foster strategic coherence, capacity sharing, and nationwide coordination to develop and implement AI solutions across government and public services.

Designed to bridge scientific research, technological innovation, and real-world application, the institute will facilitate collaboration among state administrations, public institutions, and local governments. Its goal is to ensure that AI solutions are aligned with territorial realities, supporting the modernization of public administration and regional development initiatives.

The broader JAZARI Network will be supported by regional institutes established across Morocco’s twelve regions, promoting a decentralized approach that aims to accelerate AI adoption at the local level and foster regional integration of AI technologies. This initiative is part of Morocco’s broader strategy to build sovereign AI capabilities, enhance national skills, and modernize public services under the “Digital Morocco 2030” vision, which emphasizes digital transformation, innovation, and technological sovereignty.

The founding agreement involves twelve ministerial departments and five key actors from the digital sector, territorial development, and the private sector. This inclusive, multi-stakeholder approach underscores Morocco’s commitment to fostering a collaborative and comprehensive AI governance framework that leverages expertise across government, industry, and research sectors.
