South Sudan is preparing to launch a major infrastructure project involving the construction of a 2,400km fibre cable that will run from the Indian Ocean port through Kenya and into the country.

This initiative aims to strengthen South Sudan’s digital infrastructure, improve internet reliability, and reduce dependence on costly satellite connections.

The announcement was made by Telecommunications Under-Secretary Engineer Thomas Gatkuoth during a panel discussion on digital governance held in Lusaka, Zambia. Gatkuoth emphasized South Sudan’s commitment to accelerating the development of its digital infrastructure, attracting investment, and fostering regional cooperation through enhanced policy frameworks. He also urged investors to explore opportunities within the country’s energy, power, and information and communication technology sectors.

The cable project is expected to deliver faster internet speeds, lower connectivity costs, and increased reliability, which would benefit hospitals, schools, businesses, and government agencies across the nation by enabling more effective digitization. The South Sudanese Ministry of Information, Communication Technology and Postal Services, working alongside the World Bank, has previously announced plans to begin laying the cross-border cable from Kenya in early 2026. Preparatory work includes feasibility and environmental studies before construction begins.

During the same summit, discussions also focused on forming partnerships and attracting investments, as well as addressing cybersecurity, data protection, and digital inclusion — critical areas for supporting an inclusive and sustainable digital transformation across the region.
